Uhm, I'm bad at explaining things but I'll try Easiest way for me is to start the sky first, then maybe some clouds, (but dont spend too much time on those because they'll usually be covered up anyway) zoom out until the picture is veeery small. Then you can use a chalk brush just to "knock in" some shapes, that would represent mountains or hills etc~ If it looks good from far away, you can zoom back in and then add details ^^ Oh, and one more tip... the lighting will have a better effect if you do that part last~ o.o
